Mark Tarpey, a Financial Institutions supervisor says one buy-here pay-here shop that abides by the rules is Sam Wolf Auto 2230 E. Washington St.

Owner Ed Wolf’s operation stands apart from many other buy-here, pay-here dealers. He buys most of his cars at new car dealers, where he can inspect the title history, rather than at auto auctions, where the paperwork sometimes isn’t immediately available. He requires down payments several hundred dollars more than the $295 or $395 advertised at many buy-here, pay-here lots. And, many sales are to repeat customers. Some even pay cash.

Even after the warranty has expired, Wolf sometimes will repair one of his cars for free or for what the customer can afford. “You’ve got to be able to treat people right.”
